Torbeck valves (toilet flush)

My toilet has a bottom feed Torbeck valve similar to the image below, which is dreadfully slow at refilling the cistern. I understand it might have a filter that could be blocked, which I will check.
My question is about the pressure reducer (the small spiral looking part) that can be removed and changed depending on whether it's a mains of gravity fed system (mine is mains). Could I remove any reducer completely to see if it fills up quicker, or would this be a bad idea?
