Be worth checking your app is up to date, if its not that, and your car is on fairly recent software then you can't, and it has been a topic of much frustration for years until recently.
The hack, which is PIA, is to se the start time and then set the target state of charge to be at a level where its complete by the designated hour. ie. if you car adds 6% an hour, and you have 6 hours of charging, set the target SOC to be 6x6 = 36% higher than it currently is. Youhave to do this EVERY day which is why its a PIA
Alternatively, if your charger allows, set the charge window. I use the Tesla v3 wall charger and do this, and its easy to change if needed in the app.

Thanks, this certainly is a PITA.
