996 4S brake vibration issue...

I DIY'd replacement front brakes and pads on my 4S a couple of years ago, but there is a small vibration under braking, almost as if there is a 'grippier' bit on a disc. Its more noticeable from motorway speeds.
It happened after I put on the first set of discs. I tried to remove what I thought must be deposits with some hard repeated braking but made it much worse so I junked the discs and replaced them. All was well for a while but its come back, albeit not as bad as before.
The discs and pads are Pagid. There is no undue heat from the wheels so I assume the calipers are not binding.
Any ideas if I might be doing something wrong under fitment or anything I can do to improve things? Or is it that the discs/pads are not of good quality... would changing the pads for some EBC Red Stuff help? Or bite the bullet and go Brembo or OE discs...
