Can someone explain? I guess that 88 is an early issue and historically interesting, am I right? I don't understand why the lower digit plate is worth less.

Probably because it contains the number 8, and the fact it is 2 of them, maybe even more so.
8 is lucky in some cultures.

Number 88 symbolizes fortune and good luck in Chinese culture, since the word 8 sounds similar to the word fā (發, which implies 發財, or wealth, in Mandarin or Cantonese).
