New rules you'd like to see introduced, maybe not so serious

I'm getting a bit bored of drivers constantly snitching on each other when they're racing, whether it's justified or not it's just boring so I've come up with a new rule that should at very least minimise it.
The Snitches Get Stitches Rule. The name sounds more serious than the punishment but it's catchy so that's what it's called. One simple rule, if a complaint regarding overtaking/racing etiquette is made but not upheld by the stewards, the driver who has been the target of the complaint gets to give the driver complaining a slap in the balls after the race. Not a full on punch, but just enough for drivers to think twice about whether it's worth the complaining or not.
I put it to the forum, what other, quite possibly less serious, rules would you introduce just because you can?

If the race gets red-flagged, drivers re-start the race on the tyres they were on when the race was stopped.
If they decide to change tyres they re-start from the pit lane. Only exception would be if the track changes from dry to wet during the stoppage and race officials permit all cars to change to inters or wets.
Track limits: There is a line painted along both sides of the track. If any wheel goes completely over that line (is no longer on the track), the driver gets a 2 second penalty. Only exceptions would be if avoiding a crash or debris or if the car was hit by another car and knocked off track.
(Running off track because of a cocked-up overtake attempt would not be excempt).
DRS can be used anywhere or at any time during the race to attack or defend, but limted to a fixed number of uses - e.g, half of the total number of race laps.

If you accuse a driver of breaking a rule, you open yourself up to scrutiny of previous races for similar infringements. A 1 point deduction for each infringement of what you accuse others of. And all future races, if you make the same infringement you accuse others of, then you get a 10 second penalty per infringement.
The accused will only have that 1 incident reviewed and only be penalised for that if they are found to be in foul of the rules.
Then a driver must have to really think long and hard if they're "Hollier than thou" before getting on the radio.

Get rid of track limits. The limits are the barriers. I would discourage people from straying too far from the recognised track by lining it with grass and/or gravel.
I would ideally get rid of DRS, but sometimes it seems to be a necessary evil to avoid a complete procession. I would tweak it such that you only get it if you're within the one second window of the car ahead, as now, but also only if there is nobody within one second behind you. This mean that in a line of cars only the last car in the line has DRS, so you don't get the long DRS trains where nobody can overtake because they all have DRS.

All cars to carry a white roundel with its number and the driver's three character shortened name (VER, HAM, etc.) underneath, on the nose cone and rear wing end plates, instead of the current, highly stylised and largely illegible nonsense. That way I might stand a chance of knowing who the hell I'm looking at at any given point in the race.

This is too formal, can we stick with my slapping each other in the balls as punishment rule? The accused will only have that 1 incident reviewed and only be penalised for that if they are found to be in foul of the rules.
