Highly unlikely it seems unfortunately, the mayor who was a major driving force behind it ended up in prison on corruption charges, and it seems there has not been much appetite for it since then.
Corruption or not, credit where it's due - after covid scuppered the event, the company organising it did (eventually) issue refunds for the cost of tickets without any fuss at all.
