Does anyone know the process for getting the above (& I guess similar JDM cars with 0 emissions data on the V5 that meet Euro4) registered for ULEZ?

I'm sure I read a while ago that there was a company you could pay to send you an emissions certificate or similar to then provide to TFL proving the emissions standards, but I didn't save exactly what it was and google is failing me.
I didn't bother at the time but am increasingly going into the ULEZ zone more so am thinking it might be worth sorting out.

From what I am seeing , I think you may struggle in the uk to find a company who will do a coc for a jdm car ? In Japan they don't have euro test results as it's not a euro car as it's a Japanese car , but try this

Someone on the uk legacy forum managed it. Fro what I remember it was a long drawn out process
