E89 Z4 dipped beam pointing downwards

Advice please!

My dipped beam is not levelling properly. On start up, the lights move a bit, but when I drive the dipped beam is pointing downwards and I can only see a few feet in front of the car.

Any idea what's caused this problem and how I can fix it?

Check level sensor rods on f and r suspension arms are attached and in working order.
