I don't think it's a TdF. It seems to have a boot, whereas the TdF was more of a fastback.

It's much more like a 410 SuperAmerica Series III to me.

I am now more convinced of this. The blue car in the OP has the same side feature highlighted here in gold pinstripe, the three large louvres in the B pillar, and the large Pininfarina badge on the door. You can see the similarity with the TdF in the fared-in headlights, though.
