Was Katrina controlled by man?

There is an interesting programme on Talksport radio on Saturday nights called The Unexplained. Anyway last night it was being suggested that Katrina was actually being guided by man!!!!.
Aparently the US Senate passed a bill agreeing to funding of $10m pa to explore weather control. $10m is a drop in the ocean but there was a clause in the Bill that the project could receive donations either public or private of any amount that did not require to be disclosed. During her "pop" career, she was the lead singer of "Katrina & The Waves", which is when she planned the hurricane. Apparently, the idea came to her after meditating in a crop circle.
