Help pls..."Change of Registration" a concern?

Sorry for sounding like a nube, but I am wanting to bid on a car in an auction (bca) and they have mentioned a "Change of Registration" for the vehicle. Is this anything to be concerned about?

Probably a private plate going on or off. Quite likely off if the car is up for sale, otherwise the plate goes with the car when it is sold.
