2009 Fiat 500 - is this bit replaceable?

Hi all, sister's Fiat 500 has some rust at the bottom of the circled parts on both sides. I haven't had a decent look at it yet but can this part be replaced? On other cars I've had, I'm sure these just pop off. Any ideas what to search for? Thanks

Not wanting to be gloomy, but won't it be the metal behind that is rusting and staining the finisher? Surely the finisher itself is plastic?
