Anyone know abut music rights?

Normally I'm quite genned up on this but this has got me a little stumped.
I've made a video for a Local Authority which covers a week long event for disadvantaged kids. The event is called the It's My Life Festival and I'd like to use Dr Alban's 'It's My Life' as the soundtrack.
In a normal commercial sense, I know that sync rights would be needed. However, other than my fees, this isn't commercial per-se. The film will be used as part of future funding applications and to convey the work of the council in this particular field.
It's only 'public' destination is going to be You Tube and my Vimeo showcase.
I've used published 'known' songs before that have gone up on You Tube and all that happens is that YT recognises the track and adds it to the description.
Am I OK in doing this here?

The upshot is you do need to purchase the rights. 'Commercial use' includes anything that supports business activity regardless of whether that business is selling something or not.
The fee to use It's My Life in the context I described is £2k!!
