VED on Pre Reg

I am buying a pre reg for £45k. The car was first registered 2 months ago and the dealer told me VED will be £570. Does this sound correct as I thought the second year surcharge should only kick in when I renew the VED in June next year.

Did you not get the VED included in the deal?
Put the reg into one of the online vehicle checks to confirm the cost.

Frustrating as it is, It’s not a second year surcharge, it’s a second time you tax it you pay the surcharge.
