It appears that "pollution killing children" and "gap between rich and poor" outrages cannot be controlled even by a communist regime.

In a democracy protests about lead pollution would most likely be peaceful and be part of a media campaign. In a dictatorship there is no such opportunity because of state control of the media and the unresponsiveness of the state to the wishes of the public. Hence the violent protests we see in China not only on this issue but also against corrupt local officials.
