E39 Engine Drag and Heavy Steering

My e39 530i has recently developed a very odd couple of faults. If I take my foot off the throttle the engine braking is more severe than it would normally be. There are no unhappy noises, and no fault codes appearing on several budget code readers. The second issue that has appeared at the same time is with the steering which is now noticeably heavier.

Both faults appeared after changing the serpentine belt. So naturally I removed and reinstalled the new belt in case I'd somehow made a mistake when fitting it. That didn't help so I bought new OEM belts from BMW assuming that perhaps the issue was with the belts themselves, and installed them.......no difference. I'm at a bit of a loss and probably going to have to book it in with a garage but thought I'd ask on here in case anyone else had experienced similar?
