Vw tdi not starting

Would appreciate some pointers from fellow mechanics.
2018 vw golf 1.6 tdi
Basically top end was excessively worn and lifters seized as it was run with no oil/not enough oil due to leak.
We've fit a new engine (bare block) to it and can't get it running. Whereas it was running smoothly before, just noisy when revving.
It will crank all day long.
So diagnostics shows
- we have cam signal and crank signals
- I'm confident timing is correct, it was done out of the vehicle and I've timed 2 others that week as part of belt and w/pump replacement. They aren't hard to time anyway.
- fuel rail pressure is sufficient at 350-360 bar on cranking
- battery fully charged and crank speed correct
- I've had the multimeter on the injectors and the ecu isn't firing them.
- I've tried tickling it with easy start, sounds lovely until that's gone.
- engine bay fuses all been checked
Only fault codes are
P164c00 reduced oil pressure switch, signal implausable. That is the lower valve switch as the old one snapped in the old block. It's a new one, however I cannot see this stopping the vehicle running as an oil pressure test shows oil pressure around 30-40psi can't remember exactly now.
I say the only code, I mean only relevant code as the bumper etc is off so can't codes for ambient air temp sensor, invalid data from dynamics control model. But again nothing that would affect starting, front end is off the vehicle.
What am I missing here that would cause the ecu to decide not to fire the injectors?
