Dundee A90/Kingsway speed limit

What a mess this piece of road is (Dundee A90/Kingsway). I had the pleasure of passing through on my way up to Aberdeen this week. Dual carriageway with 50 signs, 40 signs with 50 painted on the road, back to 50 for a couple hundreds yards, 40 again… Is this a deliberate ploy to catch people out and generate some revenue?!
It's more bizarre than it seems.
The road is 40 limit for most of its length but with a 50 limit towards the western end. For the funeral cortege of the Queen passing along the road a week or so ago the Council stuck 40mph limits over the 50mph signs for the day as there was likely to be (and was) a mass of people along the road.
The local paper has an article today explaining that the 40mph stickers are still in place because they "are too sticky" to remove but that the 40 limit isn't enforceable and drivers won't be prosecuted for doing 50 in that section.

Oops my mistake Amey are responsible for signs on the Kingsway not Dundee council.
How long would it take to stick new signs over the old ones, it is bad enough normally the speed limit seems to change every section, too easy to get caught out by sudden change to speed limit
I avoid the kingsway like covid, it is like the wacky races, traffic lights and speed cameras. Too many accidents at roundabouts or circles if you are frae Dundee
