Looks like a pay off to me... Still, at least he is gone, pretty much cements Max's title as being false.
Indeed but it doesn't hand it to the rightful winner paulguitar said:

Indeed but it doesn't hand it to the rightful winner Predictable outcome. There's no way the FIA could seriously put him anywhere in any kind of official capacity.
Lots of mistakes and the massive clusterfk in Abu Dhabi, following Charlie was always going to be a tough ask.
I think the FIA are going to struggle to bring the teams/drivers back on side, the changes they made seem to have created more issues.

I still think he is a scapegoat and did exactly as he was told, hopefully now he has gone he will spill the beans
I wonder if they have paid him off
Explain how he is a scapegoat? Are you saying the FIA told him to "fix" the AD race for Max to win? He made the decision to go back on his original direction about the safety car restart after being asked directly by Red Bull to do so. That doesn't make him a scapegoat. A patsy, yes, but not a scapegoat.I wonder if they have paid him off
The real question is why he did he feel obligated to respond to the Horner plea for help?
