It isn't a concept for the retail market at all

Its a factory race car that Porsche will sell to a very limited number of private teams, as they did with the 917, 935 and 956/962

Whatever is the correct category, it looks like Porsche has launched an incredible machine, capitalising on heritage components.

It's a good looking car and I watch quite a bit of IMSA / WEC. The car is actually built by Multimatic though and all the LMDh cars run a spec hybrid system / Xtrac gearbox. So it's not a ground up works car like the 919 was (not that it makes a difference to the racing necessarily). BMW, Acura and Cadillac all have confirmed LMDh entries for 2023 as well I believe. Alpine and Lamborghini for 2024.
