Which proper waterproof jacket?
Discussion
Buy a new combo: a summer mesh jacket with protection built in PLUS a good quality 10,000mm+, slightly stretchy waterproof jacket to go over the top.
Summer mesh from £150? ish
Outdoor shell jacket jacket from £45
If you're regularly on the pies you might struggle, I'm a medium/large in my summer jacket but I need a 3XL for the waterproof shell to get over the shoulder/elbow pads.

I got that jacket mainly for winter riding to make myself slightly more visible, but it’s really warm and has kept the rain out 100% so far.
£25 is a steal IMO and sits nicely over my Rukka jacket.
Got the trousers to match for dog walking duties too…

And can it be 'breathable' please?
Sailing kit is comically expensive until you look at top-end motorbike clobber.
I guess my Typhoon drysuit would be a poor choice for sliding down the road, but it's waterproof beyond what bike kit makers can understand.
Sailing kit might be worth a look. Wasn’t cheap but I’ve been using mine over bike leathers, for skiing etc & haven’t given other waterproof kit a thought because it just works so well. Sailing kit is comically expensive until you look at top-end motorbike clobber.

Richa Rain Warrior if you just need an over jacket/trousers
or viist an army surplus store - doesn't need to be cammo for waterproof gear
I've got Richa rain warrior gear that I put on over my normal textiles. Can't fault it for the price. The jacket has been worn pretty much every day during the last three winters and it is still water tight. or viist an army surplus store - doesn't need to be cammo for waterproof gear
A cheap (and likely oversized) waterproof jacket over
your normal "waterproof" textiles is probably the cheapest option to try, seeing as the textile gear has a degree of waterproof-ness anyway, but I reckon it's the seams that cause the most problems, with the water being basically forced in under pressure.
I also used to use a hi-vis builder's jacket (the kind with a removable hood and insulated lining) over my leather jacket which seemed to work fairly well but only for winter though.

+2 for fabsil, use it on jeans n jackets for years (and tents, softtop roof), works great, certainly enough to get caught out in the rain now and then. If you are going touring in all weathers or riding a bike for a living all day then no doubt you need to spend the money and get the pro Goretex stuff

I feel your pain on this kit, second hand £600 jackets
I tuck the plunge last Christmas and purchased a Rukka Nivala jacket from sports bike shop within a sale, £960. It is without doubt the most comfortable/ warmest ( with its duck down) textile jacket i have ever worn, it is also pretty good at venting when it warms up. I mainly where a one piece suit when it warms up and I don't commute but after pissing about in winter with other textile jackets of a so called hi end value this jacket is in a different league .
You wont get a bargain on ebay but scour the other places and you might get something for a reasonable price ( still not cheap) if it gives you any hope I managed to bag a brand new pair of Rukka Nivala trousers still with tags on from face book market place for £350.
I commuted for years in Rukka, and, while it was warm and waterproof, I felt it was overpriced. Any Gore-Tex Pro gear offers identical waterproofing.
Also, Rukka textiles have crap abrasion resistance (e.g., the latest Nivala only has a single A rating). The Kingsley jacket and trousers are the only Rukka textiles with an AA rating.
If you have Rukka money, you could buy Hideout Hi-Pro textiles, which are considerably more protective and even better built than Rukka. And while Rukka’s 6-year warranty sounds good, Hideout gives a lifetime warranty.
Alternatively, the Nivala 2 jacket costs around the same as a Dainese Stelvio D-Air textile jacket that has laminated waterproofing, an AA rating, 5-year warranty and an integrated airbag.
