I think it's the EVAP - emissions evaporative control valve. Fuel vapour from the tank is controlled in a carbon canister when the engine is stopped.
When the engine is running, and reaches normal temperature, the ECU sends a signal down the two wires to open the valve, which allows the vapour to be drawn into the inlet manifold and burnt.
I think that's what it is.

I have absolutely no idea.
I would guess that if it doesn't work, then you might eventually have petrol fumes evaporating to atmosphere... I wouldn't worry about that.
If it's leaking, then the inlet manifold might be drawing air and therefore running weak... I don't think it would make a lot of difference though
