996 c4 cab approx value

Hi all I am about to pull the trigger on 1999 c4 cab in speed yellow manual with 63k miles Full porsche history 5 k recently spent on condensers etc and the owner is known to me and fastidious with his cars. its a highly specced car with full extended coloured stitched leather dash seats etc. Im out of touch with pricing so be honest is 19k for a really nice 1999 c4 manual can over the top?
