I think the speed limits are because the central barrier is now just a row of cones as they prep the crossover points
It's already horrific. Also Ringwood so F*'ed up. 3 way temporary lights on the only way into the High Street now, that one way bit by the market place has been reversed, and the way out by the Fish closed off.
I though Bournemouth & Poole had it bad, Ringwood businesses must be distraught!

From my recent drive down that way, it looks as though they're currently preparing to start works to convert the entirety of the M3 from Winchester to the M27 interchange. To be finished by Spring 2022 evidently 

15th November 2021 - 22nd November 2022, main Westbound exit from Ringwood will be closed.
Any traffic that wishes to head west will need to join the A31 and head East to the Poulner exit over the flyover and come back down the slip and head West from there.

This stretch of road must be one of the most dangerous, badly laid out sections of road in the country. How there were not more accidents is beyond me.
Shutting off the High street from the A31 was entirely the correct thing to do. Preventing artics from parking up on the slip road outside the petrol station, as their idiot drivers went into the petrol station shop should be the next priority. This made it suicide for anyone trying to get out of the petrol station as there was now zero visibility trying to enter a 60mph dual carriageway

Seems to be progressing at a fair old rate with a few overnight westbound closures in August to install the 45 meter supports.
And, by all accounts, on target for being reopened sometime in November.
Probably a bit late now but watch out for the 'speed camera' that occasionally appears just as you exit the roadworks before the Verwood junction. Not sure how official it is but probably best not to try and find out.

There is now a different one inside the roadworks, just as you leave the works and cross back over Westbound occasionally.
