I need to replace the damaged crank case cover on my son's bike, and I have the new part, and the gasket. But there are remnants of the old gasket still on the engine, it is a very thin residue (not sealant), like you can't really feel it at all. Do I need to remove it completely before installing the new one?

If so, how do I remove it without damaging the surface? Or should I just ignore it.

Ideally , yes it needs removing. I'd use a proper gasket scraper but a one sided razor blade would do but be carefull , that alloy is easily damaged

Or a bit of copper pipe bashed flat makes a remarkably good soft scraper

Tried my best with a razor blade and brake cleaner, new gasket on, will fill it up with oil later.

Fingers crossed.
