How to check car history - Irish import

My Dad is keen on a car that was imported from Ireland to the UK. It's not clear when and the fact it does not appear on MOT checker suggests its either recently been imported or has been sat idle a while.
Is there anyway to show its history from its VIN number or such like? Having watched some of the youtube channel, I thought this VINwiki thing might work but seems that is for the US only? Are there any European resources that could give some background on the car? Mileage/outstanding finance/write offs are the main things I would like to check.
