Insurance for 17 year old sounds too low!

This is going to sound like an odd post, but I have just been trying to get an insurance quote from my 16 year old (soon to turn 17) and the quote has come back cheaper than I had expected and I just wanted to make sure I haven’t missed something……
I did a bit research in terms of trying to carefully pick a car that was a low insurance category, but still a safe and reliable car. With it being his first car there was no chance of it being anything exciting.
We decided that a Renault Clio would be the ideal choice. I have been looking at 15, 16 and 17 plated cars.
I decided to run an insurance quote through Confused, but if I put his details it I’m only getting quotes for provisional driver insurance and I’m well aware that these are significantly less than he would pay once he has passed his test…..
So decided to run the quotation but setting his birthday to early April which would then make him 17 and I noted in the quote that he has a full licence and noted that he has only held it for less than one month. (Basically to simulate what it would be like in a few months once he has passed his test). I appreciate this is not telling the truth at this stage, but did it purely to be able to get a quote based on what he would need to pay once he has passed his test. Obviously I would be making sure the details were true and correct when we actually take the policy out.
The quote has come in at £806. I expected it to be higher that this (although I did set a £500 excess). Don’t get me wrong its still a lot of money, but from what I have read on other posts and from other friends experiences it still sounds a little on the low side.
I ran the quotation based on the 900cc petrol turbo and set its value at £7500 making it an 18 plate and chose the “icon” model (on the basis we test drove one last week and it seemed ideal).
This is all based on him being a full-time student, living from home, the car being parked on the drive and adding my wife as a named driver as well. Interestingly changing it to a 2014 version and reducing the value down to £5,500 had almost no effect on the insurance quote.
If I put his details in and specify that we are looking for a learner driver on a provisional licence, the quote is coming back at £250.
Just wondered if anyone has try doing the same thing and if the quotation sounds about right?

Get a quote as if they have passed their test.
Looking for insurance for my 17 year old son, it seems the insurance is cheaper while they are learning to drive, but shoots up when they pass.
e.g. £1200 as a named provisional licence holder with me as the main driver, £2200 once he has passed his test.

For those that have suggested the price skyrockets and for the suggestion to get a quote for what it would be like if he had passed his test - this is exactly what I have already done...
I put in the details as if he had just passed his test and then the quotation came back at £800. When I put in the details with him as a provisional licence holder the quote was £250.
With regard to marmalade, I have looked at them, but as far as I could work out they offer a top up insurance, in their terms and conditions it states that the learner driver can't own the car, he needs to be under someone else's ownership with that other person having their own separate insurance, the marmalade insurance then covers just the learner driver - we will probably put him on one of our car insurance policies for a little while using this exact type of policy so that he can get some experience in a different car as well.

My eldest daughter is still a learner driver in her Peugeot 107. Insurance currently is about £250. Last time I looked to see what it would be when she passes the test the quotes were coming back under £1000 so your price sounds about right to me.
