Looking to buy a voiture for the first time in France.

Can anyone advise if the the selling dealer (I'm looking for an ex demo or pre-reg as we would know them in the UK) organises the immatriculation and tax payment if the car is being taken to another Departement?

You are no longer required to re-register a vehicle, already registered in one Departement, to the Departement in which you live if different.

The dealer will usually apply for the obligatory new carte grise in your name, pay the fee, fit new plates if required, and charge you for it.

If you want to calculate how much the new carte grise will cost you there is a government simulator here: https://www.service-public.fr/simulateur/calcul/co...

They normally organise it all for you, but it is not included in the price.

Yep, car supplied by a dealer, they register it for you but you pay the fee. Buy it secondhand from a non professional, do it all yourself or pay someone like Cartaplac to do it for you ( my local branch were very good when registering my imported car! )
