Help understanding lease finance agreement

Received and signed my finance documents. However...
On the finance agreement there is the hire charge and then there's a service charge.
This service charge includes contract management alongside peugeot assistance(which according to the terms is included as standard at no cost)
Therefore, I'm paying £29pm for a service charge for contract management which is defined as vehicle administration.
Is this right or am I just being fleeced?
I have also noticed my agreement is for 37 months not 1+35. Which I'm not quite understanding.
Apologies I'm really new to leasing and obviously with lockdown not being able to visit I'm very skeptical.
