obviously my mini needs welding
any advice on the best welder for the job??

A MIG it is.
Some very good reasonably priced ones are available. Machine Mart did one which was voted Best Buy from some car magazine, about 130 Amps single phase.
Can be used with 13A plug but works better with a 16A caravan type plug at the upper end of the scale.
