I'm seriously considering buying a '91 Mini. (The car uses a single SU carb)

The thing is: I'd really like to fit 10" cosmic wheels, but I learned that might be a problem, depending on the brakes, so do you reckon 10" wheels will fit this car?

Not unless you change the brakes to Cooper 'S' 7.5" discs and 'S' calipers. You could try machining the calipers the car come with, but this is not recommended.
