Have you noticed how common the word 'fine' is these days? It's control by money.
We can't forever use landfills unfortunately, otherwise we will eventually run out of land to fill.
I see what your saying about this 'fining culture' we have found ourselves in.

) building a new thing from raw materials.I'd happily recycle more, but they only get the green bin once a bloody month, and I'm not driving my inefficient car 5 miles to Sainsburys ever week to drop off the stuff, as my car will probably get rammed, and also, short pointless journeys are inefficient!
I'd prefer 5 smaller bins, and a free composter for organic waste. One for organic (composter), one for glass, one for plastic containers, one for plastic bags and wrapping, one for papers and magazines and cardboard, and one for tins.
But no, one average sized green one that is full in a few weeks then the rest goes in the normal one
Everyone on my street is the same, green ones out tonight, and they are all full or overflowing...

I have found that by having a completely seperate indoor recycling bin the amount of stuff we put in our green outdoor recycling bin has increased tenfold. Its at least half and half with plain old rubbish.
Importantly: Our recycling lot do the sorting for us - you don't need to put tins/plastic bottles/cardboard in different bins or anything - which is so inconvenient it puts people off...

We've got a reasonable recycling scheme. They WILL take paper, glass, tins, car batteries, clothes, and shoes once a week. BUT, they won't take cardboard, or plastic bottles...we're a family of 4 and as a consequence have loads of plastic milk and fizzy bottles which we still have to haul down to the tip. Mind you, we also have a lockable 'food waste' bin which they empty once a week. Every 2 weeks our black bags are taken - each household can leave 4 out. Any more than that and they won't take them!
