I suspect that you are worrying about something that is now well beyond control of the general population. There was a vote 4-years ago which brought about these events, last year that vote was ratified by giving the current government a whopping 80-seat majority.

People have owned property overseas long before the EU came into existence and A Place in the Sun became essential TV viewing. There are plenty of third-country nationals already living in Europe. However they tend to own property so I cannot really see how people in camper vans can expect not to operate within the general 90-day Schengen rules.

While I have no insight into the outcome of negotiations, I do believe that residential visas will be reintroduced for Brits - in France a Carte de Sėjour, this will not provide any rights to medical treatment, or Social support. Generally it is likely to offer reciprocity of what EU nationals living in the UK will be offered.

With regards to the article

The 500,000 voters (and their families) who own second homes in the EU will, more than likely, still be able to do so with the “right” visa - a point you made. Those without a residence are simply tourists, it is a significant difference.

The most common way that people gain illegal entry into a country is by entering as a tourist and not going home. 90-days in any 180 is there to try and stop that happening. Some might say that the UK is being overly generous. Visitors will need to take out travel insurance, which is expensive as you get older, and tends to exclude periods greater than 90-days.

A clear demarcation needs to be drawn between tourists and temporary residents, but I cannot see the EU giving up their policy to 3rd-country nationals, just because the UK used to be a part of the EU and decided to leave.
