Does anybody know the rules about a trader taking money out of your account before they've sent the goods out? I didn't think it was allowed...been trying to find info on the DTI website etc. but haven't found anything useful.

Most traders explicitly state in their T&C (the same one that you agree to when you purchase goods from them) whether they charge at time of despatch or at time of order receipt.

It's by no means a rare practice to charge you the moment the order is placed.

Nope, never had any problems with Dell, they're superb if you ask me!

This was just about some wellington boots. They took payment on Saturday, and then had a phone call today saying they didn't have any in stock, and wouldn't for 6 weeks! So wasn't overly pleased

If done with a credit card company you should be fine, if you don't want to wait that long, ask for a refund, if they won't give it, dispute the transaction.
