Solar panel - Sikaflex?

bit late to the party but hope this helps: fitted a Thule bike rack and solar panel to my Ducato recently and used this stuff (specifically listed in the Thule fitting instructions) -

I used 3m VHB tape on mine to secure and sikaflex around the edges to stop the water getting onto the tape. Mine are raised and sit on 4 corner pieces and one in the centre on each side.
The 3m VHB tape is amazing and not that expensive but as yours is flat you should be OK with sikaflex.

I've used Sikaflex 221 as it remains flexible and seems to be very similar to EBT. Not sure why they would make 2 sealants appearing almost identical. Been sealing all the trim (white) and need to do the windscreen and windows next (black). I had a couple of leaks and have been resolving them to halt any future huge problems and cost. There was lots of clear silicon (bodge and now removed) around and the black on the windows is just old (25 years) and I can see cracks and potential issues going forward. Once done it should see me out.
