The answer to "social justice"?

My wandering mind often comes up with crackpot schemes, but I think this is one of my best yet. We're constantly told how the car is a source of social exclusion. We've also just had a major car manufacturer go into receivership.
The answer seems so blindingly obvious! The government should buy MG-Rover and build cheap, clean cars for the poverty stricken!
It's so simple. The billions required are a drop in the ocean compared to the prosperity it would bring. Since nobody would need public transport any more, we could eliminate subsidies to help pay for it. Big employment boosts for Birmingham would be a bonus too.
Social justice for all, lots of new jobs, the salvation of our historic car maker and the elimination of public transport pollution!

The Socially Depraved and Poverty Bound DON'T buy old bangers, it's people like me (38 Chartered Manufacturing Engineer) who buy them. Current car cost £40 and is just fine.
The Poor take out loans at stupid APR's at overpriced car supermarkets and end up poorer.
