Dear Residents,
It is with regret that I have had to get to the stage of writing you this letter.
The excessive noise, usually after the hours of 10pm thru 1-2am, coming from 10 Buckland View is starting to affect my right to peaceful enjoyment of my property. This is unacceptable. I am writing this letter to you in hope the situation can be rectified without getting the local authorities involved.
On an almost nightly basis, we are subject to
• Washing machine on until 1am
• Loud shouting / swearing usually going on until the early hours
• Stamping / banging around
• Music played excessively loud – to the point of the speakers distorting
• Music played excessively loud with the windows and doors open
• Music going on until the early hours
And more infrequently
• Disgusting acts performed with a lighter by the younger boys in the back garden / bedroom with windows open
• Noise of patio furniture being moved around (??) late at night
I have had informal discussions with the local council and on their advice, I have been documenting and recording these events over the past 2 weeks. This has not been made official yet as I am hoping that you will resolve quickly once you have received and understood this letter.
Please note this has been sent via recorded delivery as it may (hopefully not) be required as evidence at a later stage.

I would say that is reasonable - whether they are prepared to be reasonable in response is another matter.
I would change the "starting to affect..." to "is affecting...". Make it clear this is already a serious issue.
Take a very tough line - once you start this process do not give an inch or they will take a mile.
Remember, all you are asking for is reasonable consideration and they are in the wrong.

Good for you! Never give in or quietly acquiesce to these kind of people.
