What is the regulation for open top road cars from the MSA is full cage or rollover bar minimum

Depends what you're doing with it. The MSA blue book goes into the design and construction in great detail, but the championship/event regulations take precedence. Normally, the event regs would refer to the blue book when appropriate. For example for speed competitions the regs will usually have different specifications for safety equipment depending which category you are in.

I thought 2ltr cars circuit racing only needed a rollbar anything over 2ltr requires a roll cage

Depends on what you're entering. As said before the MSA blue book has specs of the bars/cages but the championship regs will specify which specific arragement you need

FWIW my 1.6 Caterham runs a 6 point cage, plus drivers door bar

as the others have said it depends on the car, the championship and the discipline.

a d type jag needs nothing but a caterham would need a roll bar, i do not believe a cage is mandatory on them yet but I know that the 750MC insist on one for locosts. the MAX5 series also requires a cage.

engine size is irrelevant
