Well... water should soften it - but you have to think what other damage that might do to carpet or floor. And even if it softens well, I'm not 100% convinced you'll get it off the fibres.
How about calling someone like Chem-Dry www.chemdry.co.uk/ for professional advice?

One of them. Depends on how widespread the glue is, if it's a small patch there's not much point, but if it's all spread out a VAX will be quicker and also remove the water from the carpet to stop it stinking! The detergent used in them should also help.
