Yes and yes. I would expect this to go 50/50. A classic case of when two idiots meet. 1) Just because you indicated does not mean you have the right to perform a manoeuvre without looking.
2) You shouldn't overtake someone who is signalling right.
Of course this depends on exactly how it went down, at what point did you indicate? How far were they behind, had you been dawdling looking for somewhere to turn round and they were frustrated following you etc.
If you suddenly slowed down, swung to the left and *then* indicated and U-turned at the same point, *just* as the other party overtook then I'd expect it to go against you.

He would of had time to see my indication if I’m honest it wouldn’t suprise me if he was speeding as I was turning he hit my front wing/door and as you can imagine I would if only been going no more than 10mph and the damage would of been next to none if he matched my speed1) Just because you indicated does not mean you have the right to perform a manoeuvre without looking.

You can't overtake by "matching your speed "...... of 10mph.....

Areas of white diagonal stripes or chevrons painted on the road. These are to separate traffic lanes or to protect traffic turning right.
If the area is bordered by a broken white line, you should not enter the area unless it is necessary and you can see that it is safe to do so.
In this case it was neither necessary nor safe to do so. Probably a 50/50 as both drivers are in the wrong imo.

If performing a u-turn then it would be necessary. Likewise overtaking, it'd be necessary to enter the chevron area as the road isn't wide enough not to do so. The "necessary" applies to entering the chevron area, not the manoeuvre. Highway Code Rule 130

No, neither doing a u-turn or an overtake at that point was necessary and could have been carried out at a safer location. It would only be necessary if the road was blocked/obstacle or if something dangerous was avoided by entering it.Your point is like saying there was free ice cream and it was necessary to swerve onto the chevrons to collect it.
A point picked out above is a good one, if it was night time how did the OP "not notice" the headlights of the car behind him?
