hesitaiton and limp mode at full throttle

Hi guys im having a problem with my vw touran 2.0tdi bmn 170 im having pulling hesitation at full throttle around 2300 rpm above and on & off its like fuel is cutting off and limp mode at 90mph. Then i replace the turbo i just found out that the vanes it was stuck not fully opening reason for over boosting.
and i just found out that my fuel filter was full of black soot i presumed oil mixing my fuel so i replaced tandem pump as well.
Replaced turbo , tandem pump and fuel filter but pulling hesitation still there and limp mode at 100 mph.ANY HELP PLS.
