Odd Unemployment/payment issue...

This is a really odd situation and full of vague ind 3rd hand info but I wonder if anybody can help?
A friend of mine spent his life in the forces and left a few years ago (after 36 odd years) due to health issues (knees/feet caused in no small part by time in the forces!).
He went through all sorts of issues and for some reason has been stiffed of his pension (something to do with leaving for a few months before rejoining).
He currently receives no benefits that I can work out (may be one or two small things - he got something for the first 18 months but it then stopped), and makes a very modest living from doing odd freelance gigs (he is a musician). He is earning under the personal allowance so is not liable for tax. Bizarrely though he is registered as unemployed and has to go to the job centre once a week. He is upfront about this - I'm not sure if this is strictly kosher but he doesn't hide it and he thinks it's legit. Given that he doesn't seem to receive any benefits and earns so little I can't see an issue, but it sounds a bit weird to me.
I recently got him a bit of work with the council who are now being a pain paying him - they have had an invoice, but want a UTR. He doesn't have one as he isn't self employed. Not sure what the next step is - I have suggested he signs a declaration that he is responsible for his own tax as I think that is what the council are concerned about. Not sure the council will buy it though.

A UTR is issued to every tax paying individual and isn't related to being self employed.

If it comes to it and you've lost your UTR number, or the above correspondence, your best option is to contact HMRC directly. Do this either via their helpline on 0300 200 3310, or alternatively speak to your local tax office.
