I seem to recall an article a while back about the multiple person roads across in New York.

What happened was most people still drove their cars to work but would stop at bus stops to pick someone up so they could use the bus lanes. In the end unofficial queues formed where people would wait to be picked up by cars and taken into town for free - the people still wanted to drive so would happily give a ride to a stranger in return for access to the extra roads.

The irony is therefore that by doing this they didn't aid congestion - the same number of cars headed in and out, just decreased the amount of people paying to use public transport.

How exactly will they enforce it in the UK?

In the US they still have lots of Highway Patrol Cops, our Gatso's won't be able to count the number of people in a car will they?

they will come up with the heatso cam's that count the thermal image of the no of people in the car
never ming the big thermal heat pump under the bonnet then...

That doesn't make sense... tolls are supposed to discourage drivers - they're hardly likely to increase road usage
