Yes, but you'd pay for the full retail cost of the towbar over the period of the lease.
You may have to wait a while for a car to be built, rather than get a stock deal.
It may be more cost effective to get a car without, and retrofit, either at the Dealers or your local Towbar specialist - and then remove it before the end of the lease and put it on eBay - just be sure that there are no bumper cuts visible, or you may be liable for a replacement bumper.
Often, the towbar replaces the rear crash member, so if you retrofit, don't forget to keep this for when you remove the bar.
