Strava moving time

Hi all,
I used a Garmin 200. For the last few months ive noticed that more often than not the 'moving time' is exactly the same as the 'elapsed time' on Strava. Lets be clear, this isnt the end of the world as average speed isnt a good measure of much anyway, but nevertheless it does irk me.
Is this Strava or the garmin doing (or not doing) this? For example today i gave a rough count in my head when i had to stop at junctions/roundabouts etc and i was stationary for at least 2 mins (it wasnt that big a ride!) But as mentioned, there two times are the same.
I guess I'm just curious at to what causes it more than anything, as I said, it's hardly the end of the world!
