Cycle2work and wheel upgrade questions

Does anyone know of a friendly bike shop that would accept a halfords cycle2work or Cycleplus voucher in exchange for components rather than a bike? I am after new wheels for my Cube Agree GTC Race.
The bike is on Easton EA50 Aero wheels which look good but are not that great, how much would I need to spend for a significant improvement? If it helps I am pretty light and looking for a quick wheel that climbs well.

If an employee were to access cycle components through the scheme, that Employer’s cycle2work scheme would be non-compliant. As a minimum, HMRC would pursue the employer for incorrect P11D reporting and tax/NIC for the non-compliant items. As HMRC would not be able to determine which employees have chosen non qualifying equipment or indeed the employer, HMRC could deem the whole scheme non-compliant.
