Well, this is an interesting case which opens up all manner of questions.

It seems to me that incidents in the professional game are solely dealt with by the FA, and not by the fuzz/courts as assaults. I doubt this will change going forward but is it right?

Well, I don't see what the problem is. Otherwise, they could employ 2 MMAers as defenders and see how many legs you can break before the ref can pull out the red card. TBH my ability at football would improve vastly if I was allowed to kick others in the nuts instead of having to tackle them in a manner expected of a good sportsman.

it was not a tackle, it was an assault and dealt with accordingly.
I have tried to make a number of claims involving injuries for football players against opposing players, but unless there was intent to injure, there is no chance. any intent also has to be proven.

In this case, there was intent to break bones !!

A year doesn't seem that long for breaking someone's leg, it was an assault pure and simple. Most sports aren't good at policing themselves, look at the mess of FIFA.

I recall a few seasons ago Rooney going to the other side of the pitch to forearm smash an opposition player whilst the ball was 50 yards away. He got away with it completely.

I doubt this involvement would be allowed to happen at a higher level.
