Scuttle / Windscreen seal

I need to replace the lower windscreen to scuttle seal. I've already got a replacement but i'm not sure which way it should be bonded. Is it bonded onto the scuttle, or onto the windscreen and then then scuttle slots into the seal when fitting it back to the car?

The seal is bonded to the scuttle panel. Not to the screen. This is to enable the scuttle panel to be easily removed.

The exception to above could be the corners, depends on what the fit is like.
