Who is responsible for road furniture, trees etc..

I ride down this road towards the seafront regularly. ( Road being London road Brighton with its junction with Baker Street ). In the last five rides, someone has pulled out on me three times ( after the first one, i'm super, super cautious ) The first time was very close indeed. If you look on google maps, since this photo was taking the building under construction has been completed and the boards protecting the trees have gone. But, this junction has feckin trees in the way and road furniture that causes a serious blindspot.
Who do you talk to regarding action to reposition the sign and hack down those bloody trees.

Cant see the picture but road furniture will be the council's Street Lighting Department if it has power going to it or the highways department if it doesn't. I would say the trees would be highways as well, if they are in the road.
Many councils actually undertook a "declutter" program because the roads were getting so clagged with s
te. Some of the roundabouts you see about the place are comedic and its largely down to nonsense british standards for what signage is required at conflict zones and how visible it needs to be.
Of course, there is a whole industry constantly banging on the council's doors telling them they need more road furniture, leaning on British standards to make their case. Which I used to be a part of.
I *think* Brighton road furniture (street lighting at least) might be part of a PFI now, which only started in 2009ish. So whatever is there will probably stay there for another 19 years as it will have been priced, recently replaced and accounted for already for that period. Not sure on that one though.
