Wheel arch liner, is it missing or is it just me?

Folks, this may be a daft question but is there supposed to be a part of the wheel arch liner that covers the end of the outrigger on the driver's side? There seems to be one on the passenger side, but not on the driver's side. On the driver's side I can see the end of the outrigger projecting slightly beyond the bodywork, see picture, but on the passenger side this is covered by a screwed on panel. Is this just because the passenger side houses the battery, or should there be one on the driver's side too?
I only picked the car up on Friday and I don't remember seeing the outrigger sticking out when I was poking about the car prior to buying it. On the drive home from Bradford back to London something hit the underside of the car, made an almighty noise, and at the time I assumed it was something kicking up off the motorway. But when the car was parked up on Saturday with the wheel turned to one side I noticed the outrigger was visible.
This is my first TVR (enjoying it immensely!!), so I thought I'd seek the advice of those who've been playing with these things for more than my three days!!

Passenger side does have a screwed on cover over battery compartment.
Outriggers and diagonals are visible on both sides through front wheel arches.
Your picture looks like the drivers side? In my humble opinion, that gap/crack looks like some sort of de-lamination and/or stone damage. I don't think it would stop you driving car, but I'd take it to a fibre glass body shop to get it checked. It may allow water into the O/S foot well.

+1. The lip of the wheel arch should blend into the inner panel. It looks like a joint line may be splitting from the picture.Outriggers and diagonals are visible on both sides through front wheel arches.
